Brands publish the exterior because it photographs well, and the exterior is the number that does not matter. The interior has to swallow a pan, a cat, and eight inches of headroom. Interior width, not exterior width
A 31.5-inch cabinet can have a 19.8-inch compartment once you account for panel thickness and a divider. Measure your pan, add two inches a side, and compare against the interior figure only.
Entry opening in inches

Add two inches to each side of your pan's footprint and eight inches above its rim. A 17.5 x 20-inch pan wants an interior of roughly 20 x 23 inches, which is why the 19.8-inch compartments in this category are tighter than they sound.

Do covered litter boxes and enclosures make the smell worse?

They concentrate it.
