Buy the Sleepypod Air. It is the only carrier here that pairs an independently certified cat weight with a published exterior that fits under an airline seat — 16 to 22 inches long by 10.5 wide by 10.5 tall, rated by the Center for Pet Safety for cats up to 18 pounds — and it contracts at one end so the same bag that carries a cat to the vet also slides under the seat in front of you.
A carrier is bought twice. Once for the drive to a clinic, where what matters is whether a frightened cat can be got in and out without a wrestling match, and once for a flight, where what matters is one number the airline cares about and your cat does not.
Almost nobody tests that number. All six makers here print exterior dimensions and five print a cat weight, but only two of those weights come from an independent crash test; the rest are the factory's own figure, and one maker prints no limit on its own page at all. This guide sorts them by what the maker is willing to stand behind, because at the gate and on the exam table that is all you have.

Delta's own pet page says the maximum in-cabin kennel size is set by the aircraft, and recommends a soft-sided carrier of 18 by 11 by 11 inches because that fits most types. You cannot check a carrier against that unless the maker prints its own figures.
An independent weight rating
Center for Pet Safety certification means dynamic crash testing to a stated animal weight, not a marketing team calling something sturdy. Two carriers here have it; the rest publish a factory figure, or nothing.
How the cat gets in
A top-loading carrier lets you lower a cat in rather than post it through a doorway, which for a cat that plants all four feet at the threshold is the difference between a two-minute departure and a twenty-minute one.
Whether it lives out in the room
A carrier stored in a closet is a trap that appears on vet day. One that doubles as a bed is furniture the cat already sleeps in.

What you do not get is a cabin fit. The dimensions are published — 17 inches across, 13.5 tall — and the height is the problem, because Delta's recommended soft-sided kennel is 11 inches tall. Fine for the car and the clinic; for a flight, buy the Air.

It is not a safety product. Travel Cat makes no restraint claim, and the 20 pound figure is a capacity rather than a crash rating, so in a car it belongs on the floor behind a seat rather than loose on a cushion.

The gap is where the weight rating lives. Rabbitgoo's spec block on its own store names no limit, while the same carrier's Amazon page says up to 18 pounds. Treat the published size as the specification and the frame as the feature.

The pattern worth taking away is smaller than the products: only two of the six carriers here have an independent test behind their weight figure, and one names no weight on its own store at all. Buy the carrier whose maker writes the numbers down and says who checked them, then measure your cat lying flat before you order.
There is no single figure. Delta's pet travel page says maximum in-cabin kennel dimensions are determined by the aircraft, and recommends a soft-sided kennel with maximum dimensions of 18 by 11 by 11 inches since that fits most types. It also requires the kennel to fit fully under the seat in front of you and to have ventilation on three sides for domestic travel, four for international. Check your own airline and aircraft before you buy.
Is a hard or soft carrier better for the vet?
Hard, if the cat resists. The Petmate kennel here opens from the top and its two halves unclip, so a cat can be examined in the bottom half rather than pulled through a 10 inch door. Soft carriers with a top zip are the next best thing. The worst is a front-door-only box of any material.

Should the carrier go on the car seat?
Only if it is built for that. Sleepypod's two carriers were dynamically crash-tested to a child-restraint standard and are certified to 15 and 18 pounds. Nothing else here makes a restraint claim, so those carriers belong on the floor behind a front seat, where they cannot fall far.

Sherpa Original Deluxe Travel Bag — The best-known airline carrier here, and it publishes more than we expected — three sizes with a weight capacity, a maximum pet length and height and an exterior measurement each, from 8 pounds at 15 by 10 by 8.5 inches up to 22 pounds at 19 by 11.75 by 11.5. Left off because the medium duplicates the role the Odyssey and Rabbitgoo already fill at 17 by 11, on a capacity that is Sherpa's own figure rather than a tested one.
Sherpa Forma Frame Crash-Tested carrier — Sold as crash-tested, with a medium at 16 pounds and 19.68 by 9.84 by 9.84 inches and an extra large at 35 pounds. What the page does not name is who ran the test. Crash-tested with no certifying body is a claim; a rated weight from the Center for Pet Safety is a result, which is why the two Sleepypods are the only carriers here called crash-tested.
Generic marketplace bubble backpacks — The capsule backpacks that fill search results come from sellers with no manufacturer site, no published capacity and a hard shell that traps heat. If the maker cannot be found, the ventilation claim cannot be checked.
